Board of Directors Meeting for 10-14-06
Meeting was called to order at 2:15 p.m. by Dick Gosselin at the Gosselin bunkhouse.

II. Previous Minutes
Joseph Ginther moved to approve the minutes as written. Bill Rader seconded. Motion carried.
III. Treasurer’s Report
Callie Allred presented the treasurer’s report. Bill moved to approve as written. Don Beamon seconded. Motion carried.
IV. Old Business
A. Weed spraying bids
Dick explained that all bids received for spraying weeds on roadways were prohibitively excessive for our budget. Bids ranged from $9,000 to $14,000. Most contractors were not interested in even doing the work on our roads. Dick suggested that the Board purchase a sprayer and ask property owners who are willing to volunteer to spray the roadways. In order to purchase the chemicals for spraying, the State of Wyoming requires a license. Dick and Linda are currently applying for this license. This item will be tabled till spring.
Dick also reported that Arnold does not want to be reimbursed for his expenses for spraying this summer. Dick will write a thank you note to Arnold acknowledging his generosity of both time and material.
B. Road Condition Warning Signs
Don installed a sign at the front entrance of the Ranch the states: Private primitive roads – travel at your own risk. Linda requested that a sign should be posted at the north entrance to the ranch as well, since there are no signs identifying that entrance as Pine Ridge Ranch property. The Board agreed that a sign should be placed. Don Beamon will procure such a sign.
C. Debbie Watson’s easement
Linda talked to Debbie Watson to see if she had been given an easement for access to her land which is not a part of the Ranch. She said that she had the easement and that a copy could be requested from Arnold Tollefson. Linda will request a copy for filing with the PRRPOA records.
D. Delinquent Dues Status
Callie reported that approximately seven lots still owe dues for 2006. Dick has talked to Tres Brooks and Arnold about not being able to contact some of those owners. They related that some of the lots are being repossessed and that when the proceedings are completed, they will pay those delinquent dues.
E. Recording of Bylaws and CC&Rs
The Board agreed that an explanation to Item 17 on the mobile home issue could be added to the CC&Rs reflecting the original intent of the change as voted by the membership. Item 17 will read as follows:
17. Mobile Homes
No trailer-type mobile homes are allowed. Modular and manufactured homes must be double-wide or more and must be placed on a permanent foundation. These modular and manufactured homes must be new in condition and not previously occupied.
Linda suggested that an item be added to the CC&Rs regarding the buried power infrastructure. This will allow prospective property buyers to be aware that each property wishing to connect to the infrastructure will require payment to those who paid for the placement of that infrastructure initially. Since this clause is for information only, the Board agreed that a vote by the membership is not necessary. Linda will email the wording of this clause to the Board for their approval.
V. New Business
A. Current Road Maintenance Work Completed
Dick gave a read out of the expenditures for the approved road maintenance:

B. Widening for safety on Pine Ridge Road
Dick advised the Board of a safety issue at Lot 92 which is a narrow blind hill and curve. Dick suggested that the road be widened at this location at a cost of approximately $3500 to $5000 depending on conditions found while bulldozing. The Board approved this work to be done in 2006. Matt, Don, and Bill will oversee the work.
C. Snow removal
Dick advised the Board that a local contractor, Jim Blocker, will plow snow on the ranch roads for $40 per hour. The Board approved this item. Matt will be the contact for calling Jim to perform work as need. No snow removal will be done until the day after the storm.
D. 2007 Dues
After discussion by Board Members, it was their opinion that the road budget is adequate and that a reduction to previous dues amount is warranted. Don moved to reduce dues for 2007 to $120. Bill seconded. All were in favor and motion passed. Callie has a draft letter ready for Board approval. She will email it to the Board for final approval. Letters will be sent by Callie to all members by November 1st.
E. Hunting on the Pine Ridge Ranch
Don read a clarification on hunting regulations issued by Wyoming Game and Fish as follows:
What are the laws concerning entering or crossing private land to hunt or fish:
Answer: Good question, and in all instances you must have permission from the landowner. Unlike some states, in Wyoming private land does not have to be posted to prevent access. Even if it is not posted, a hunter or angler must have permission to enter private land. That includes just crossing private land to reach public land or entering private land while trailing a wounded animal.
Dick moved to post a sign saying “NO HUNTING” at both entrances to the Ranch. Bill seconded. Motion carried. Don will have signs made and placed at both entrances.
A first quarter 2007 meeting will be called if necessary. The Board will determine if a meeting is needed.
